When DI Harry Powell is called to a shooting in East Rise, he recognises the address. Martha Lipton, convicted sex offender, lives in one of the ground floor flats. The other occupants vary from a drug dealer to a serving police officer. At first, hostility from local people makes the team's job all the more difficult for them to work out if the bullet was in fact meant for one of the other residents. The victim is not fatally injured but, clearly terrified, also refuses to engage with the team. Can Harry get to the bottom of what is scaring everyone into silence, before more dead bodies appear?
