Complex see also references (360 field)

The 360 field is used to record see also references which can’t be adequately conveyed by one or more 5XX fields.
In the Full Display of the authority, this information is shown as “Reference Notes” and the data is given the prefix “see also”.
The §i subfield is used to indicate “explanatory text” such as “subdivision”. The §a subfield contains the Heading text.
